Meeting protocol

This meeting is being held under Government Regulations introduced to enable Council business to proceed under the current COVID-19 situation. The meeting will follow the protocol guidelines for on online meetings issued 27 May 2020. This meeting is time limited (on this occasion) due to the software used and therefore only essential business will be conducted.

 

Councillors wishing to speak on an agenda item should raise their hands and the Chairman will unmute them. Voting will be as normal by show of hands. The Chairman will call on Councillors joining without a video link to record their vote.

 

Members of the public may only speak during the ‘Have your say’ agenda item by raising their hand and, when called to speak, state their name. The same rules will apply to these online meetings as would apply at normal meetings. Due to the nature of these meetings it may be that members of the public would like to email our Clerk before the meeting with their question.

PLANNING APPLICATIONS

200316 – Co-op (former Severalls Site), Whitmore Drive, Colchester   CO4 6AL – New Co-operative convenience store with service yard area (previously approved, app ref: 181040); plus new children’s day nursery &   associated service areas & parking.

 

Comment – The inclusion of a nursery is noted and supported. The Council would have concern about encroachment at school drop-off times and possible misuse by football traffic on match days. Otherwise the Council support this application.

 

200641 – 39 Mile End Road, Colchester   CO4 5BU – Retrospective application for conversion from 2 flats to 4 bedsits

 

Comment – MCC note this application and regret that proper procedures were not followed at the time of conversion and would ask that Building Control look at the internal layout and compliance with planning regulations.

 

200657 – 38 Bergholt Road, Colchester   CO4 5AB – Single storey rear and side extension

Comment – MCC note this application and have no comment.

Comment – The Council would be concerned about the remaining garden space but otherwise have no comment on this application.

 

200590 – 172 Mill Road, Colchester   CO4 5LP – Erection of 3no. detached single storey dwellings, existing dwelling and garage to be demolished and alterations to existing vehicular access.

Comment – MCC note the following:

 

  • Ward Councillors have objected to this application
  • The frontage of the house is within approach markings for
  • a zebra crossing therefore no vehicles can park on the street for construction access to the property. MCC would not hesitate to raise any contravention with NEEPP.
  • This would add to traffic volume on Mill Road and would mean traffic exiting/entering on to a zebra crossing.
  • The application represents overdevelopment of the site and infill and would be out of keeping with the existing street scene.
