Mrs White said she would like to comment on the General Store in Turner Road. She said the shop bothered her as she has mentioned in previous meetings. She said the shop has been there for a number of years and there is often a lot of debris outside. She said when the wind blows, the debris blew around and there was no merit to the shop in this. She said the shop had sufficient room at the back for rubbish. She asked how residents of Nayland Road would feel if the Co-op allowed the front of their shop to look the same. She said it made a mockery of people trying to keep the roads outside their houses clean and tidy. She said although she had mentioned this at previous meetings she felt she had not been supported by MCC and she hoped that this new committee would consider her point when responding to the Licensing application.
The Chair said he did not disagree with Mrs White’s point. He said the Licensing Committee would not take this into consideration when considering the application but that he had taken her point on board and he would look at other ways of addressing the issue.
Mrs White asked if she could have copies of the documents for the application for approval of reserved matters under the original application 121272. The Assistant Clerk said she would provide Mrs White with the documents she wanted.
The Chair said that the Committee and Mrs White might like to know that the application 160920 for 248 Mill Road, Colchester CO4 5JE, would be considered at CBC’s Planning Committee meeting on 14th July 2016.
66-16/17 Chairman’s Announcements and Correspondence
The Chair said he had already mentioned 248 Mill Road which had been called in by Cllr Goss and would be considered by CBC on 14th July 2016.
The Chair read an email he had received from Borough Cllr Dominic Graham asking for the Committee’s views on why CBC disagreed with MCC’s recommendations on applications on occasion and whether the Committee felt this was a common occurrence. The Chairman said he would respond to Cllr Graham with feedback from Committee members.

68-16/17 Update of progress of resolutions made at the last meeting
The Chairman referred to Item 49-16/17. Cllr Dickinson apologised and said she would make the necessary amendments as agreed at the meeting on 1st June 2016.
The Chairman referred to Item 60-16/17 and the Licensing application for David Lloyd Leisure Ltd. He said since the last meeting he had spoken to Sarah White of the Licensing Committee and received a copy of the conditions which had been agreed following MCC’s initial objection to the application. The Assistant Clerk said these had been circulated to Committee members who had discussed the application. The Chairman said that following receipt of the agreed conditions and having consulted the Committee he had agreed to withdraw MCC’s objection to the application.
The Chairman referred to Item 60-16/17 and the Licensing application for the General Stores, 28A Turner Road. He said that Essex Police had also had concerns and that the applicant had agreed a reduction in hours requested.
Cllr Stewart said that the application for Chesterwell Phase 2 had now been received.
70-16/17 To consider and possibly resolve to respond to ECC’s Essex Development Management Policies 2016 consultation and associated Strategic Environmental Assessment and Sustainability Appraisal

71-16/17 If the above is agreed to consider and possibly resolve to whom to delegate the response
It was resolved to delegate the response to Cllr Gray with assistance from Cllr Dickinson. The Chairman said he would email Cllr Beauchamp for his input as MCC’c Transport Champion.

72-16/17 Planning matters for review
The Chairman said that CBC’s Local Plan is now out for consultation. He asked committee members to review the document before the next meeting, when it would be discussed.
