Minutes of the Myland Community Council Planning & Development Policy Committee Meeting held on Wednesday 17th February 2016, 7.15 pm @ 101 Nayland Road, Mile End Road, Colchester, CO4 5EN

Mrs White referred to application 151931, Severalls Phase 1.  She said this application had the wrong address on it – it was for Former Hospital Site Severalls House, Severalls Hospital, Boxted Road, Colchester, CO4 5HG – she said Severalls House was at the main entrance to Severalls not on Phase 1.

She asked what MCC had approved.  Was it for plots 232-240 or 231-245 and was it for new buildings or just elevations.

Mrs White said various changes had been made to the agreed plans: the houses behind Thomas Wakley were supposed to be two storey which was not true they were two and half storey; the agreed 25m between new and existing properties was not there; the number of houses had increased; the colour pallet had been changed and there was supposed to be one parking space in the car ports for each property but the pinch points did not allow for two cars to be parked in them.

The Chairman said the Clerk would copy MCC’s response to application 151931 to Mrs White.

The Chair said the Tollgate application was due to be considered by the CBC Planning Committee again 18th February.  He said a live broadcast was available via Facebook or Twitter if anyone was interested.

160147 – Former Severalls Hospital Site Severalls Hospital, Boxted Road, Colchester CO4 5HG – Refurbishment of retained buildings (Larch House, Administration Building, Water Tower and part of the Echelon Building) to provide 20 residential units, car parking, landscaping and private amenity space – Support & comment

This application and the attached designs will preserve and maintain the remaining iconic and listed buildings of the old Severalls Hospital. We are pleased to see that Mylands heritage legacy will be preserved.  However, MCC requests that any changes (however minor) to these plans are referred back to us for comment.  We would also reiterate previous comments that the A134/VUR entrance be the sole one for construction traffic.

MCC sees no reason to change the soffit colour – liked the freshness and contrast of the lime green.

Copies of the following Planning Decisions were received:

152893 – 70 Bergholt Road, Colchester, CO4 5AE – Remove existing conservatory. New rear single storey kitchen/garden room extension – Permission granted, 3 conditions, 4th February 2016

160038 – 21 Fernlea, Colchester CO4 5UB – Addition of side extension to east elevation with front projecting gable end. Increase in height of existing front projection and create new gable roof above. Relocate front entrance door and provide canopy above using concrete interlocking tiles to match – Withdrawn, 16th February 2016
