Mrs White asked if there had been any progress on ID cards for councillors. The Clerk said this would be addressed but that the Assistant Clerk had only been in post since 5th January and was only in the office for 15 hours a week. The Chairman said the issue was on the radar but the priority was not high. Mrs White said it was important for strangers to know the identity of Councillors. Cllr Stewart said ID cards were very important for Councillor visits to members of the public on planning applications. The Clerk said ID cards for P & DP committee members would be addressed first.

143-14/15     Chairman’s Announcements and Correspondence

A response to MCC’s representations regarding the proposed school at Severalls had been received from Dalton Warner Davis on behalf of Essex County Council. Cllr Hewitt said the response had provided more information but that MCC was still of the opinion that it is the wrong site for a primary school. He said parking at the proposed community centre is not within ECC’s gift. He said he thought the catchment area would result in a large number of children being dropped off by car and that there were still concerns about various other issues raised including pollution.

Cllr Dickinson said some of the issues raised by MCC were not strictly planning matters but MCC now needed to use this leverage to improve collaborative working with ECC.

146-14/15     Monitoring

Cllr Hewitt said he and the Clerk had checked the Mersea Homes development next to Fords Lane on 19th January. He said there was concern from the residents regarding the removal of the hedgerow. He said he had suggested to Mersea Homes that the hedge roots should be left in for the hedge to regrow to improve the outlook.

147-14/15     To consider and possibly resolve to agree the response to the Colchester Local Plan Issues and Options consultation (response due 27th February)

Cllr Hewitt said the response had been drafted. Cllr Dickinson said she had some comments to make and would speak to the Clerk about adding these to the response.

Cllr Dickson said he thought the word “infrastructure” should be included. Cllrs agreed this should be discussed under the Transport heading and the Clerk suggested an amended wording.

An amendment to the resolution was proposed to allow further comments to be added to the response, below:

148-14/15     To consider and possibly agree to write to Cllr Rodney Bass, ECC, expressing concerns regarding the planned removal of the Cymbeline Way pedestrian crossing

Cllr Sutcliffe said this matter had been discussed at a previous meeting and that this was the planned removal of a key crossing point for students. Cllr Stewart said the crossing was now going to be moved nearer to the Sheepen Road exit onto Cymbeline Way as part of the planned redevelopment of the roundabout at the junction of Cymbeline Way and Westway. An amendment to the resolution was therefore proposed.

150177 – Chapmans Farm, Nayland Road, Colchester, CO4 5HA – Demolition of all existing buildings and construction of 27no. 2, 3 and 4 bed detached and semi-detached houses on the existing brownfield site currently occupied by Cants of Colchester – Deferred

Cllr Dickinson asked for more time to look at this application thoroughly. The Clerk said she would contact Alistair Day to ask for clearer site plans and whether it would be possible to meet him to discuss the application. A decision on the application was deferred to the meeting on 4th March.
