MCC would comment that they are concerned about the proximity of the roundabout during the construction period, and would also like the extent of light loss to 54a Peto Avenue to be considered.

160920– 248 Mill Road, Colchester CO4 5JE – Demolition of existing house, garage and outbuilding, erection of two semi-detached and one detached two storey houses – Comment
Despite repeated requests meaningful plans relating to height and layout have not been supplied. MCC has had to rely on a visual site visit made on 13th May 2016. In previous applications for this site MCC has objected on the grounds of parking provision and road safety. As it presently stands, Thomas Wakley Close is very condensed and visitor parking would be almost impossible without causing severe congestion and obstructing existing driveways. We do not believe this application addresses previous concerns from ECC Highways. The current house is in a prominent position and is substantial and blends well with neighbouring properties on Mill Road especially with regard to brickwork. We see no reason to demolish this house and to do so would not be in accordance with the Myland & Braiswick Neighbourhood Plan. We feel that the roof heights of the proposed build (as far as we can tell in absence of drawings) would still affect the privacy and light to adjoining homes. This is important in view of the requirements regarding the current Rosewood Development (Severalls Phase 1). We feel the plans represent over-development of the site and although listed as a Mill Road development most of this build will affect the residents of Thomas Wakley Close.
