Minutes of the Myland Community Council Planning & Development Policy Committee Meeting held on Wednesday 21st January 2015, 7.15 pm @ Myland Community Council Office, 101 Nayland Road, Colchester, CO4 5EN

Mrs White said she had counted 85 occupied houses on Severalls Phase 1. Out of the total of 248, 124 had not been started.

Mrs White asked if MCC had made representations at the CBC Planning Committee regarding the eight units on Chesterwell. Cllr Hewitt said he had attended.

Mrs White referred to the Severalls Planning Application requesting a variation of conditions and said she was not clear what this meant. The Chairman said the Clerk would give an update when that item was discussed.

133-14/15     Chairman’s Announcements and Correspondence

CBC Local Plan Issues and Options Consultation had been received. Cllr Hewitt advised that both he and the Clerk had started looking at it and that he has asked Beverley McClean for an address list of any proposed development sites within the Parish. Cllr Hewitt said it was important to comment on it and that if the committee members looked at it individually, their responses could then be collated. The Clerk said she would forward the email regarding the consultation to all members.

The Chairman said a copy of the formal response from CBC to the Severalls school planning application had been received.

The Chairman read aloud an article from the Gazette regarding the removal of the pedestrian crossing on Cymbeline Way.

Cllr Hewitt advised that he had received a copy of a legal statement made by the owner of land in Braiswick Lane regarding access. He said this related to the Mersea Homes development in Braiswick Lane.

Cllr Hewitt said an email from ward councillors about changes to the National Planning Practice Guidance document had been received and the Clerk would copy to all members.

The Clerk advised that she had spoken to Vincent Pearce regarding the fact that the application not only refers to the incorrect condition numbers but also an out of date s106 agreement. She said Vincent Pearce had agreed with her contention that an application could not be decided on incorrect information and that he said he would get the developers to resubmit the application.

150020 – Demolish car port, erect detached bungalow and cycle shed, and lay out parking, turning and amenity areas (Amended Proposal) – Comment that we note the applicant has made significant efforts to address previous concerns, but we still feel that the site is unsuitable for this type of development.
