Minutes of the Myland Community Council Planning & Development Policy Committee Meeting held on Wednesday 2nd July 2014, 7.15 pm @ Myland Community Council Office, 101 Nayland Road, Colchester, CO4 5EN

Mrs White enquired about the monitoring reports again. She said she felt they were of historic importance and matters of importance for the future. She referred to the previous minutes and said she had been referring to the developments on the Eastern side of Mill Road rather than Mill Road in itself. She said she had looked at the annual meeting of the council minutes and found a summary of the function of the monitors but not a report. She felt it was a matter of significance and she was still waiting to hear if she could see any of the reports. The Chairman informed Mrs White he would be addressing this issue later in the meeting under ‘Matters Arising’.

042-14/15     Chairman’s Announcements and Correspondence

The Chairman told the meeting about a meeting he had attended with Cllrs Dickinson and Hewitt that morning with Vincent Pearce from CBC with regard to MCC’s objection to the Blue Gates application and the three documents Cllr Dickinson had put together in objection. They had discussed the documents and got some feedback from Vincent Pearce. He said it had been a very good and constructive meeting. They would now be making some amendments to the documents and Vincent Pearce would be coming back to them regarding the key issues that they wished to resolve. Cllr Dickinson was also going to write to Mr Andrew Borges, who had also been in attendance at the meeting, on the issues he must address if he chooses as regards ownership of Braiswick Lane.

Cllr Hewitt said Vincent Pearce had been very sympathetic to the issues MCC had raised and had said he couldn’t understand why the applicant had chosen to make the changes in the application that they had.

Cllr Hewitt said he had received a copy of the CBC Local Plan Sustainability Appraisal Report from the Clerk and offered to read it through on behalf of the P&DP committee and, if they were happy with that, that he also be excused from reviewing any planning applications until the end of the month so he could focus on the report. The committee were happy with this. Cllr Stewart said he had had a quick read through it and would be happy to go through it again and flag up anything he felt was of interest/importance and let Cllr Hewitt know. Cllr Gray also offered her assistance.

044-14/15     Matter arising from Minutes

The Chairman referred to the previous minutes and the questions asked by Mrs White in the ‘Have Your Say’ section regarding monitoring. He explained that the major developments in the Myland area, such as Severalls and Turner Road, were still on-going and will be looked at from time to time. He said that if they visited the sites too often it could mean being labelled interfering.

Cllr Hewitt asked whether the CBC planners carry out any monitoring. He wondered if they should be focusing on whether they have done it and their reports. The Chairman said this was a good point. Cllr Dickinson warned that relying on CBC’s report could mean MCC don’t see or hear about changes being made until it’s too late.

The Chairman addressed Mrs White’s enquiry about seeing the monitoring reports and explained that summaries of the reports would be in the minutes where a report had been made. He explained the reports were essentially verbal reports that the note taker would summarise and put in the minutes of the meeting. He explained that the reports are not viewable in a typed up document as this is not how they do them. He said there had not been a report in a while and so there would be no report included in the minutes. He said he would take heed of this and try to be more active as regards monitoring. The Chairman apologised for not having the time to look through and gather the monitoring summaries for Mrs White. He also apologised if the reports that had been recorded were not as full and as adequate as she felt was needed. He went on to say that as she is often at all the P&DP meetings she had been a witness to the reports being made. He said he was grateful that she had raised this issue and would address it again in the future.
