125-15/16     Chairman’s Announcements and Correspondence

The Chairman read from a letter from Essex County Council announcing the closure of Turner Road on 11th October 2015 while water connection works were undertaken.

The Chairman informed the committee of an Appeal against the decision of Colchester Borough Council to refuse planning permission for application 146401 which was a retrospective application for use of a portacabin style building within the grounds of the Asda car park as a male barber shop.

Cllr Sutcliffe said he would like to thank the Assistant Clerk for the clarity of the minutes taken regarding application 151591. The Assistant Clerk said she was very grateful for his comments.

129-15/16     Pre-planning matters for review

Cllr Dickinson said she had circulated a letter that she would like the committee to send out to other Planning Committees so that co-ordinated action on this issue could be taken.

The Chairman said that as the letter had not been circulated in time to be included on this agenda he thought it should be included on the agenda for the meeting on 21st October 2015. He said he had already planned to raise this matter at the next CBC Planning Group meeting, however that was cancelled. He would discuss at the meeting next week. He invited Cllr Dickinson to circulate her letter to all on this committee prior to discussion at the next meeting.

130-15/16     To consider and possibly resolve to respond to the ECC consultation regarding the creation of a shared footway/cycleway along Mile End Road from Braiswick Lane to Bruff Close – Cllr Hewitt

It was resolved to respond to the ECC consultation regarding the creation of a shared footway/cycleway along Mile End Road from Braiswick Lane to Bruff Close.

131-15/16     If 130-15/16 is resolved, to consider and possibly resolve who will respond to the ECC consultation regarding the creation of a shared footway/cycleway along Mile End Road from Braiswick Lane to Bruff Close – Cllr Hewitt

It was resolved to delegate the response to Cllr Johnstone and the Footpaths Group to progress the response and to circulate to the P & DP Committee prior to the meeting on 21st October 2015.

151880 – 57 Hollymead Close, Colchester CO4 5UU – Proposed side and rear 2 storey extension – Object

MCC object on the grounds of over-development of the site, overbearing architectural approach, proposed roof design. There will be considerable disruption during construction and post-completion there will be inadequate site amenity and parking

It was noted that the application was to discharge condition 5 of planning permission 100502

Comment – MCC have no issue with the application. We note there are some changes in the door and window sizes. MCC is aware there are discrepancies in completed ground floor levels that CBC are investigating. We are also awaiting resolution of surface drainage issues.

152019 – Axial Way, Colchester – 100m hoardings proposed around the edge of the Axial Way development site promoting Colchester Borough Council’s Northern Gateway as a destination for sports, leisure and entertainment – Support

Comment – MCC supports CBC’s vision for the Northern Gateway but we are disappointed with the unimaginative design for the hoarding. We are also concerned about any reduced visibility for traffic approaching from the station roundabout.

Copies of Planning/Appeal Decisions were received.

Cllr Sutcliffe commented that CBC’s reasons for refusal of permission for application 151591 were very similar to the reasons MCC had put forward.
