94-16/17       Chairman’s Announcements and Correspondence

The Chair said Cllr Pipik had decided to step down from the P & DP Committee due to work and home commitments. He said he had sent Cllr Pipik an email thanking him for his work on the committee.

The Chair said MCC had received notification of an Appeal against CBC’s decision on application 152290 (210 Bergholt Road, Colchester, CO4 5AS).

The Chair said MCC had received a copy of the Essex County Council (Cuckoo Farm Way, Myland) (Temporary Prohibition of Traffic) Order 2016.

96-16/17       Update of progress of resolutions made at the last meeting

The Chair referred to Item 86-16/17 and asked if the amended Terms of Reference had been adopted by MCC.

Cllr Hewitt confirmed that the amended Terms of Reference had been adopted at the MCC meeting held on 31st August 2016.

97-16/17       Monitoring

The Chair said that notification of discharge of conditions relating to planning applications 151401 and 152733 (the Severalls development) had been received by MCC and the Committee noted these.

The Chair said a new assessment of the levels on the Severalls development had been undertaken and this would be discussed later on the agenda.

The Chair said Cllr Goss had visited the chapel on the Severalls site and that it had been agreed that MCC would be the custodian of the bell, organ and the stained glass windows. He said details of storage and costs would need to be discussed in due course.

MCC oppose this application as we are concerned that yet another post planning alteration is being sought on this site. This ‘Cart Lodge’ is in effect an open garage which will provide an additional 2 car spaces over that agreed on Planning permission #161935. MCC is concerned that an additional building is being sought on this small site and regard this as overdevelopment. This planning permission (161935) clearly states at condition 10 and 12 that only 2 spaces and a turning circle are to be provided in order to keep the road clear and for road safety. This further application seems to be a stealth move to create further cars parking spaces on this already contentious site.

The Committee discussed the application and are reassured that Crest Nicholson have assessed the levels. They see no reason to dispute Crest Nicholson’s conclusion.
