Minutes of the Myland Community Council Planning & Highways Committee Meeting held on Wednesday 1st May 2019, 7.15 pm @ 101 Nayland Road, Mile End Road, Colchester, CO4 5EN

There were two members of the public present.


106-18/19    Apologies– to receive and accept


Apologies were received from Cllr Dickson and the reason for his absence was approved.


107-18/19    Declarations of Interest – Councillors to declare individually any interests they may have in the items on the agenda.


There were no Declarations of Interest.


108-18/19    Have Your Say– Members of the public can comment on any item on the agenda


                      A resident referred to application 190953 and said they were attending the meeting to hear the Council’s view on this application.


109-18/19    Chairman’s Announcements and Correspondence


                      The Chairman said that as this was the last meeting of the municipal year he would like to thank everyone for their help and support in doing reports and looking at applications. He said he had submitted a report for the Annual Community Meeting.

111-18/19    Planning, Licensing & Highways Applications/Appeals– To make recommendations, including requests for Section 106 money where applicable, on applications received


The Chairman said application 190953 would be considered first.


190953     23 Beaumont Close, Colchester CO4 5XE – Two Storey Rear Extension


                      It was agreed that the Council would object to this application due to the following considerations:

  • Over-development of the site
  • Loss of privacy to the next-door neighbours
  • Loss of garden space
  • The proximity of the two-storey extension to the boundary between the application site and the next-door neighbour (within 1m).


The Council also noted that this was the fourth application to change the structure of the house, and expressed concerns about access for construction, given the layout of the site.

190616     26 Groves Close, Colchester CO4 5BP – Proposed extension to rear elevation with loft conversion, installation of new detached outbuilding.

It was unanimouslyagreedthat the Council would object to this application as there was insufficient information to make an informed decision, and the requested additional information had not been provided.


190893     42 Oxley Parker Drive, Colchester CO4 5XQ – Proposed loft conversion, including the insertion of roof lights and rear facing windows (amendments to application previously approved under 182715)

                     It was unanimously agreed to support this decision.


190780     21 Avondene Drive, Colchester CO4 6DB – Single storey conservatory to the rear of the property

                     It was unanimously agreed to support this decision.


190665     Between Via Urbis Romanae & Mill Road Land South of, Axial Way, Colchester – Hybrid planning appln – Outline appln for healthcare campus (5ha)of up to 300 older people’s homes (C3),4,300sqm private acute surgical hospital (C2),(1,200sqm.) medical centre (D1),3,600sqm, 75-bed care home (C2),up to 55742sqm offices (B1a);up to 350 ha

                     It was unanimously agreed to support this decision with an accompanying comment to be sent to CBC. The comment is attached as appendix 1 to these minutes.

     Reserved matters approved, 6 conditions


190550     138 Gavin Way, Colchester CO4 9EW – Side extension to house and garage conversion

     Permission granted, 4 conditions, 26thApril 2019


190557     28 Gordian Walk, Colchester CO4 9YJ – Single storey rear extension and internal rearrangements.

     Permission granted, 4 conditions, 30thApril 2019
