[Draft] Minutes of the Planning & Highways Committee Meeting held online on Wednesday 4th November 2020, 7.30pm.

43-20/21         To receive apologies for absence

There were no apologies to receive.

44-20/21         Declarations of Interest

                        Cllr Stewart declared an interest in Item 40-20/21, applications 202303 and 202304.

46-20/21         Chairman’s Announcements and Correspondence

                        The Chairman referred to the following on which information had been circulated.

  • Planning Application – Braiswick Primary School – noted.
  • Planned Works in Bakers Lane
  • A12 slip road closures
  • The Essex County Council (Footpath 26, Myland) (Temporary Prohibition of Use) Order (No.2) 2020

 

Cllr Johnstone referred to the diversion of FP26 and said that Axial Drive, which was named as the diversion, was impossible to use as an alternative route as it lay at right angles to the footpath.

The Clerk said she would pass this on to the relevant persons

 

47-20/21         To agree the minutes of the meeting held on Wednesday 7th October 2020 to be a true record (the minutes to be signed by the Chairman at a future meeting)

48-20/21         To note Colchester Borough Council’s Statement of Licensing Policy coming into effect 1stJanuary 2021

                        Colchester Borough Council’s Statement of Licensing Policy was noted.

The Clerk said she would circulate the Statement to all Councillors.

49-20/21         To agree a response to the Essex Highways User Survey 2020

The Committee felt that individual responses would be of greater use that a committee response.

The Clerk said she would circulate to all councillors so that they could respond if they wished.

40-20/21         Planning, Licensing & Highways Applications/Appeals

Cllr Stewart had declared an interest in application 202303 and 202304. He said these two applications would be taken together.

Cllr Stewart left the meeting. In his absence, the meeting was chaired by Cllr Clouston as Vice-Chairman

202303 – 140 Gavin Way, Highwoods Colchester CO4 9EW – Single storey rear extension

It was agreed that the Council had no objection to this application.

202304 – 168 Gavin Way, Colchester   CO4 9EW – Replace existing front porch and canopy and with open timber frame on brick plinth with a traditional pitched tiled roof.

It was agreed that the Council would object to this application as permitted development rights had been withdrawn from the site in 2004. It was also noted that the porch was not in keeping with the current street scene.

Cllr Stewart re-joined the meeting.

202206 – 16 Turner Road, Colchester CO4 5LB – Alteration to planning approval (190624) for two semi-detached bungalows and a change of use to residential care (assisted living) accommodation to allow for a redesigned roof.

It was agreed that the Council had no objection to this application.

Concern was expressed about the number of parking spaces allocated in front of the house. The Clerk said she would check previous applications to see whether this had changed since the initial application

201278 – 91 Apprentice Drive, Colchester   CO4 5SE – Re-landscape front garden and removal of the private steps (Revised Description)

This application had been withdrawn.

202354 – 130 Mile End Road, Colchester   CO4 5BZ – Proposed part-double and part-single rear extension. Conversion of existing garage/workshop structure to provide habitable space at the ground floor and first floor side extension above the existing garage structure.

It was agreed that the Council would support this application.

 202348 – 184 Bergholt Road, Colchester   CO4 5AJ – Proposed rear extension

It was agreed that the Council would support this application.

42-20/21         To agree the time, date and place of next meeting

 It was agreed that the next meeting would be held online on Wednesday 2nd December 2020 at 7.30pm. It was noted that the meeting would be cancelled if no applications were received during the national lockdown period which was due to end on 1st December 2020.

 

The meeting closed at 8.36pm.
