59-18/19 Apologies – to receive and accept

Apologies were received and accepted from Cllr Calver.

60-18/19 Declarations of Interest – Councillors to declare individually any interests they may have in the items on the agenda.

62-18/19 Chairman’s Announcements and Correspondence

The Chairman said he had sourced business cards for Councillors and handed them round the meeting. He said the next step would be proper proof of identity for Councillors.

The Chairman said he had a copy of Colchester Borough Council’s Briefing Note on the National Planning Policy Framework (July 2018) and asked the Clerk to circulate a copy to all members of the Committee.

The Chairman said Planning Liaison meetings between MCC and CBC were now running again after a hiatus. He said the first one had been productive with dialogue continuing about the village green amongst other matters.
The Chairman referred to the consultation discussed at the November meeting on footpaths in the parish. He read a response prepared by Cllr Johnstone to questions raised by Essex Highways on this matter.

64-18/19 To consider and agree safe crossing changes for Mill Road in the area of Bedford Road

Safe crossing changes for Mill Road in the area of Bedford Road were discussed. It was agreed unanimously that the following would increase safety of those crossing the road in that area:
• A zebra crossing replacing the traffic island to the east side of the Bedford Road Mill Road junction;
• The installation of a roundabout at the Bedford Road/Mill Road junction;
• Moving the Bedford Road bus stop from its current position to one further away from the crossing point.

65-18/19 If the above is agrees to agree to propose formally the changes to Essex Highways

It was unanimously agreed that the changes agreed above should be proposed to Essex Highways. Cllr Hewitt said he would prepare a draft for consideration by the Committee.

66-18/19 Planning, Licensing & Highways Applications/Appeals – To make recommendations, including requests for Section 106 money where applicable, on applications received (Appendix 1)

182708 – Flakt Group Flakt Woods, Axial Way, Colchester CO4 5ZD – To replace existing front signage with new design. New sign over reception, existing sign at entrance to be replaced. – Support

182720 – 10 Defoe Crescent, Colchester CO4 5LG – Proposed single storey rear extension – MCC support the application for the extension but would ask CBC to consider the implications of the current right of access across the application site.

182715 -42 Oxley Parker Drive, Colchester CO4 5XQ – Installation of new windows for loft conversion – MCC support this application although we would comment that the additional window will change the character of the front of the house.

181612 – Station Square, 2 Bergholt Road, Colchester CO4 6DT – Application for variation of condition 16 (vehicle parking area) following grant of planning permission 162607. – Comment:
MCC have no comment to make on this application.

182569 – Land to rear, 26-28 Groves Close, Colchester CO4 5BP – Proposed detached cart lodge with commercial use in roof space – Object
MCC agree with CBC’s original reasons for the refusal of the previous application for this site (173211) and support the Planning Officer’s view that this would be overdevelopment and inappropriate for the site.

The following Planning/Appeal Decisions were received:

182597 – M K Stores 28a Turner Road, Colchester Colchester CO4 5LB – Ground floor extension to rear of existing shop – Permission granted, 3 conditions, 26th November 2018

181994 – Big Yellow Self Storage Bruff Close, Colchester CO4 5EU – Erection of internally illuminated wall-mounted signs and the removal of existing banner signs – Permission granted, 5 conditions, 26th November 2018

182361 – Above Radiotherapy Centre Colchester General Hospital, Turner Road, Colchester CO4 5JL – Construction of new cancer care day unit – Permission granted.

68-18/19 To agree the time, date and place of the next meeting.

It was agreed that the next meeting would be held on Wednesday 9th January 2019, 7.15pm at the MCC Office, 101 Nayland Road, Colchester CO4 5EN.
