 Minutes of the Myland Community Council Planning & Highways Committee Meeting held online on Wednesday 2nd September 2020, 7.30pm.

In the absence of the Chairman, the meeting was chaired by Cllr Catherine Clouston.

 

26-20/21         To receive apologies for absence

Apologies were received from Cllr Stewart (holiday) and acceptance of the apologies was confirmed.

27-20/21         Declarations of Interest – Councillors to declare individually any interests they may have in the items on the agenda – see attached

                        There were no Declarations of Interest.

29-20/21         Chairman’s Announcements and Correspondence

  1. Part 2 Certificate and plan for DM/146/A/13I Chesterwell Parcel R4, Colchester

Cllr Hewitt referred to the documents circulated and said a couple of the smaller roads off the A134 were now adopted.

  1. Update on Braiswick Lane

The Clerk said no response to the letter sent to Alan Lindsay at Essex Highways had been received.

Cllr Johnstone said two new documents had been issued by the Department of Transport regarding guidelines for cycling on pavements. He said this may have affected the response time from Essex Highways on the Parcel R4 application and might potentially affect future Chesterwell parcels.

31-20/21         Planning, Licensing & Highways Applications/Appeals

201631 – Colchester Northern Gateway, Land at Cuckoo Farm West, United Way, Colchester – Redevelopment of the site to provide a Cinema (use class D2), active  leisure units (D2), a hotel (C1), restaurants (A3) and/or hot food takeaways (A5), including drive through units, and/or a Public House (A4) in the alternative as well as flexible A3/A5

It was agreed to comment as follows: MCC maintains its support of this development but wishes to express it’s concerns over the access to the car park from the current blind exit on junction 28 of the A12 which will be exacerbated on Colchester United match days and concert events

 

201536 – 255 Mile End Road, Colchester   CO4 5DZ – Proposed first floor rear extension above existing ground floor extension (Joint Application with 253 Mile End Road)

 

201579 – 253 Mile End Road, Colchester   CO4 5DZ – Proposed first floor rear extension above existing ground floor extension

 

It was agreed to support both applications.

 

 

201611 -19 Courage Drive, Colchester   CO4 5XZ – Erection of single storey rear conservatory extension

 

It was agreed to support this application.

 

 

201719 – 46 Thornton Drive, Colchester   CO4 5WB – Proposed former garage conversion.

 

It was agreed to support this application, noting the loss of parking space.

 

 

201705 – W003 at Bloor Homes Parcel C Development at Severalls Hospital, Boxted Road, Colchester   CO4 5HG – Amendments to LEAP 2 and location within W003 at Bloor Homes Parcel C to avoid unnecessary tree loss. See covering letter and supporting drawings.

It was agreed to support this application. It was noted that the postcode on the application form and the CBC website were different.

 

 

201807 – 208 Axial Drive, Colchester   CO4 5YJ – Single storey rear extension

 

It was agreed to support this application.

 

 

201818 – Petrolea Close, Colchester – Application for prior notification of proposed development by   telecommunications code systems operators for proposed 15m Phase 8 Monopole C/W wraparound cabinet at base and associated ancillary works. Resubmission of 201032

 

It was agreed to object to this application:

 

  • MCC note that there appears to be no evidence that alternative sites have been considered and rejected.
  • MCC is concerned for the protection of the existing trees.
  • Although the height of the pole has been reduced we note it will still be 5m higher than the surrounding trees and will dominate the street scene.

 

32-20/21         To receive copies of Planning/Appeal Decisions

201232 – 5 Freeman Close, Colchester   CO4 5FJ – Double story rear extension to allow expansion of first floor kitchen and dining area. – Permission granted, 3 conditions, 10th August 2020

 

201358 – 42 Nayland Road, Colchester   CO4 5EN – Erection of single storey orangery and entrance porch – Permission granted, 4 conditions, 17th August 2020

 

33-20/21      It was agreed that the next meeting would be held online on Wednesday 7th October 2020 at 7.30pm.
