Draft Minutes of the Myland Community Council Planning & Highways Committee Meeting held online on Wednesday 7th October 2020, 7.30pm.

37-20/21         Chairman’s Announcements and Correspondence

The Chairman said he had been asked by the Chairman of the resources, Policy and Strategy Committee about this committee’s planned spending for 2021/22.

The Clerk said for the current year there was £3,000 budgeted for consultants’ fees and £10,000 for highways matters.

The Committee felt these figures should go forward to the budget for 2021/22, with at least some of the Highways budget being placed within the remit of the P & H Committee.

The Chairman referred to the email received from Highways England with notification of the delay to the A12 roadworks

38-20/21         To agree the minutes of the meeting held on Wednesday 2nd September 2020 to be a true record (the minutes to be signed by the Chairman at a future meeting)

                        The minutes of the meeting held on Wednesday 2nd September 2020 were agreed as a true record for signature by the Chairman at a later date.

39-20/21         Planning for the Future White Paper

                        To agree a response to the Government’s Planning for the Future White Paper

       It was agreed to respond to the Government’s Planning for the Future White Paper with the circulated comments.

40-20/21         Planning, Licensing & Highways Applications/Appeals

202078 – LEAP 3 Parcel E: Development at, Severalls Hospital, Boxted Road, Colchester   CO4 5HG – Retrospective application for the amended LEAP 3 at Parcel E; amended for the avoidance of unnecessary tree loss within the Site.

It was agreed to support the application as follows:


“MCC support the preservation of trees and greenery within Myland. Severalls Hospital grounds are on the Register of Parks and Gardens of Special Historic Interest and therefore this is a sound and sensible application.”



201742 – 1 Tower Close, Colchester   CO4 6DF – Replace some soft landscaping (within property boundary) at the   front of the house with paving slabs to create a pathway and step from the front door to the pavement.


It was agreed to object to this application as follows:


MCC object to this proposal as it contravenes Part M of the Building Regulations as they relate to new builds and would remove current disabled access. The proposed works would also seem out of keeping with other houses in this new estate. We would also endorse the objections raised by Essex Highways.

It was agreed to object as follows:

Having objected to the current use of this land for parking, we are very concerned about this proposal for additional use of land scheduled for the new Severalls Community Building as agreed in the s.106. We understand that the handover of land was imminent as the cut-off point has been reached for release of funding for the building. We are disappointed that further use of this land is being contemplated. In our view the land should now be reinstated to its original state and fenced off to await construction.”
