125/17 MINUTES OF THE COMMUNITY COUNCIL MEETING HELD ON 29TH November 2017
RESOLVED: (unanimously) to approve the minutes as a true record for signature
by the Chairman (previously circulated)

126/17 HAVE YOUR SAY – PUBLIC PARTICIPATION
It was reported that the road sign giving directions to the Methodist Church which is missing from Nayland Road is scheduled to be replaced early in 2018.

127/17 MINUTES OF COMMITTEE MEETINGS
RESOLVED: (unanimously) to acknowledge receipt of the minutes of the following committee meetings:
a) Planning and Development Committee 1st November 20172017
b) Resources Policy and Strategy Committee 7th December 2017
(i) RESOLVED: (unanimously) to accept and adopt all recommendations therein
(ii) RESOLVED: (unanimously) to approve the Budget/Precept for 2018/2019 as recommended with a precept of £132180 resulting in a cost of £25.91 per annum
to a Band D taxpayer and increase of 6.5% or 3p per week including use of £30k
unallocated reserves.

128/17 CLERK’S REPORT Nothing to report

129/17 REPORTS FROM WARD AND COUNTY COUNCILLORS

Santa Event
Ward Councillor Martin Goss reported on the successful Santa tour of Mile End
which raised £455.14. It was well supported with many volunteers and positive
feedback from residents and planning for next year has already started, when it is
hoped the event can be bigger and better. The local Co-op added to the community
spirit and helped by taking the buckets of coins and counting them and handing
over pound notes, saving other volunteers lots of time.
Local Crime
Councillor Hayman urged everyone to be vigilant as there has been a daytime
burglary in the area recently.

CALC
Councillor Johnstone reported on the recent CALC meeting where the main topic of conversation was the proposed Garden Communities and the Borough Council Local
Plan. Growth across Colchester is expected to be around 20% over the next 15 years.
Options to accommodate this growth could have a huge impact on wards and
parishes across Colchester which may mean ribbon development and cause distinct
parished communities coalescing with each other, so garden communities looked to
be a more sustainable option.

Community Engagement Committee
Councillor Ms Bacon advised that some informal meetings of the new committee had taken place and some good ideas were emerging. The first formal committee
meeting is scheduled for 17th January 2018.

Colchester Community Stadium – land between Stadium and Boxted Road
Councillor Hewitt advised that he had met with a representative of the Community Stadium to discuss future possibilities for this piece of land. It was evident that it would definitely have to have a sporting orientation but the close proximity of the David
Lloyd centre may restrain the type of sport. The land is too small for a BMX track and there had been talk of a climbing wall with picnic arrangements for visiting families. Ward councillors have some information from a recent community survey about
what is wanted and it may be possible for Myland Community Council to do their
own survey at some point in the future.

The Big Garden Highwoods
The Assistant Clerk passed on thanks from the Big Garden Organisers for the
recently agreed grant funding and they have been asked to attend a Full Council
meeting in the future to give more information about how the money has helped
and how it has been spent.

130/17 BRIEF REPORTS FROM MEMBERS
Chairman’s Report: The Chairman submitted a written report which had been
circulated before the meeting. See appendix 1.

131/17 COMMUNICATION WITH THE PRESS RESOLVED: (unanimously) that this Council authorises the Chairman, if required, to communicate on its behalf on any enquiries
or requests from the media and to report any such contact back to the next Council meeting and to further authorise the Clerk, as legal adviser to comment if
needed. The Council does have an existing Media Policy and this is to be reviewed.

Chairman’s Report December 2017

As we prepare for our final Council meeting it is, perhaps, time to reflect back on what has been a busy year. During the year we have said farewell to some colleagues welcomed new faces and the Council has now returned to its full complement of Councillors. Our new Councillors have been prepared to stand up and become involved in local community work and this is welcomed. Our Council, although on the first tier of Local Government, is nevertheless an important one with grassroots access to our community. We, as a Council, are reaching out to our community asking them what they need and want from us and helping organisations financially where we can.

From experience, becoming a Councillor can be challenging especially if you are new to the role of public service. Understanding procedures and rules can be daunting as can be speaking at our Council meetings. Fortunately, this is where EALC (Essex Association of Local Councils) comes into play as they have a vast array of courses which will benefit your work as a Councillor. I urge you all to take advantage of these.

At the end of my first year as Chairman there are some thank you(s) required. Our Vice Chair, Martin Goss, for his support and Chair of the RP&S Pete Hewitt who, despite a hectic last few months has managed to present our 2018/19 budget and precept for approval. I would also like to thank Catherine Clouston for editing and producing The Mylander, our Assistant Clerk Katherine Kane who not only supports our Planning Committee but keeps me on track when its needed and our Locum Clerk, Denise, for stepping into the breach and bringing her organisational skills to us.

Hope to see as many of you as possible at our Council Offices this Friday between 12 and 2 for sherry or coffee/tea and mince pies. It would be an ideal opportunity to chat with our Clerks and any fellow Councillors who can make it.

Finally, I would like to thank all of you for contributing to the work of this Council throughout 2017 and to wish you, your families and loved ones, a very Merry Christmas and a peaceful New Year.
