070-17/18 To consider and possibly resolve to co-opt a person onto the Council to fill the vacancy in Myland West and receive declaration acceptance of office

It was resolved to co-opt Alan Hayman onto the Council to fill the vacancy in Myland West and his declaration of acceptance of office was received.

074-17/18 Update on progress of resolutions made at the last meeting

Cllr Johnstone asked if there had been progress on installation of the Myland sign on Mill Road Green. The Clerk said Cllr Ellis had assured her it would be installed by the end of the week.

075-17/18 Chairman’s Report – The Chairman gave the following report.

This month I attended meetings with the Severalls Consortium. Various items were discussed including the demolition of the Chapel (which as I speak has already been carried out). The stained-glass windows, Bell and Cross are currently being relocated to a safe location. A crusher machine is being installed near Camulos Academy during the school holidays only in order to progress building work. I am pleased to report that the Consortium – Taylor Wimpey and Bellway have generously agreed to contribute towards the Myland Fete this year and we thank them for their generosity.

The regular liaison meeting with Colchester Borough Planners also took place. Whilst nothing of significance was discussed I did use this meeting to reinforce our objections to the plans for vehicle access for the proposed housing development at Mill Road Sports Field.

Tomorrow (27th) I will be having our regular liaison meeting with the Highwood’s Ward Councillors to discuss items of mutual interests.

Next month is Myland Fete so you will all appreciate that the Clerk(s) will be under a lot of organisation pressure with the Fete. It is also a time when some Councillors are with their families. I have discussed this with the Clerk and it has been decided that the August meeting will not go ahead. The next full Council meeting will therefore be in September.

076-17/18 Clerk’s Report

Myland Fete

Site booked; Temporary event license granted; Article in the Mylander; various stalls and entertainment booked; Posters available

Volunteers to help on the day still very much needed – some able bodied people who can carry stuff and put up gazebos would be good.

The Clerk thanked Mersea Homes and Countryside (Chesterwell) plus Taylor Wimpey and Bellway (two members of the Severalls consortium) for their sponsorship of the Fete.

Office

Back hedge, trees and shrubs have been cut back.

John Sutcliffe Memorial Bench

Reminder: The unveiling of the John Sutcliffe Memorial Bench is on Wednesday 2nd August @ 12noon. Mary, John’s widow attending plus Mike Howell and others from Friends of Myland – all welcome.

080-17/18 To receive reports from Councillors including updates from Lead Councillors

Cllr Beauchamp said as Lead Cllr, with Cllr Hewitt, he had been keeping an eye on the fires in Portugal and Spain etc. that were affecting us with regard to climate change and pollution. He said he had attended a meeting in London regarding World Population Day.

Cllr Bacon said she had attended the CBC Council meeting when she had asked about CBC’s commitment to being a Dementia Friendly Community. She said Cllr Tina Borne reported on what CBC was doing and who the partners and suppliers were. Cllr Bacon suggested MCC consider becoming the first parish to join the Dementia Action Alliance.

Cllr Bailey said she had been asking some of the elderly residents whether they would be interested in attending coffee mornings – she said many seemed keen.

Cllr Johnstone said he had recently resigned from the Local Access Forum due to frustration with being unable to resolve issues with CBC and ECC. He said he had not given up on PRoW or footpaths.

Cllr Jay said she had been involved in the Myland MakeLunch project. She said the project had concentrated on Queen Boudica and Myland Schools and if successful may do more next year. She said the churches had put a lot of effort into making the project a success and MCC had contributed with a grant.

Cllr Hewitt said he would like to endorse Cllr Beauchamp’s comments regarding climate change and pollution and said that the Neighbourhood Plan Group had some things coming up that focused on ecology etc.

Cllr King said MCC must get a new web site supplier. He said with MCC aiming to change the way it worked and engaged with the community it was essential to have a user friendly web site.

Cllr C Clouston said the Bellway, one of the Severalls consortium, had been in touch regarding delivering the items from the Chapel for storage.

Cllr Hayman said he had recently had someone placing a lost pet notice on the outside of the noticeboard he looked after. The Chair said take it down as if permission had not been given it was fly posting.

081-17/18 To receive reports from Working Groups – maximum two minutes each

Myland Access Group – Cllr Johnstone said the Group had a litter pick planned for 5th August, 10.30am @ War Memorial. He said the complaint regarding the Mile End Road cycleway/footway had been partially upheld by the Ombudsman and ECC Highways had been asked to re-write it’s cycling policy.

Neighbourhood Plan Working Group – Cllr Hewitt said following the presentation regarding Community Centres at the last meeting more people had volunteered to join the Group. He said the Community Centre Group formed part of the Neighbourhood Plan Group and the next scheduled meeting would focus on Community Centres.

Still dealing with some rubbish issues, but service settling down well. Sorted collections for new Severalls houses.

Escalated lack of progress at Northfields back to Board of Directors at Galliford Try.
