Minutes of the Myland Community Council Planning & Development Policy Committee Meeting held on Wednesday 5th July 2017, 7.15 pm @ 101 Nayland Road, Mile End Road, Colchester, CO4 5EN

Apologies were received and accepted from Cllr Gray.

038-17/18     Have Your Say – Members of the public can comment on any item on the agenda

Mr Nicholson referred to planning application 171518. He said this was the third application Cambian Fairview had submitted and this one was by far the worst as approval was required for removing most of the currently available parking on the site. He said Cambian Fairview would be giving new contracts to staff to prevent them from parking on the premises. He said MCC had a copy of his objections on file. He said he and other residents were waiting for restricted parking to be introduced down the road. He said he felt this application should be rejected and the compound returned to the status quo. He said he would urge MCC to reject the application or to object and comment.

The Chairman thanked Mr Nicholson for his comments.

039-17/18     Chairman’s Announcements and Correspondence

The Chairman said CBC’s Draft Submission Local Plan had been received. He said Cllr Hewitt had looked at this already and thanked him for his comments.

The Assistant Clerk said she would add to the August agenda for formal agreement of MCC’s response to the Draft Submission.

There were no updates.

042-17/18     To review the Planning & Development Policy Committee’s Terms of Reference

The Planning & Development Policy Committee’s Terms of Reference were reviewed.

The following was added:

(m) To take the lead for commenting or otherwise on Colchester Borough Council’s Local Plan on behalf of Myland Community Council and where necessary report to full Council

043-17/18     Monitoring

The Chairman said he had received an email from the applicant for planning application 171320, 82 Turner Road. He said the applicant had been disappointed that MCC had objected to the application. The Chairman said he had thanked the applicant for his views and suggested he took the matter up with CBC. He said the correspondence was available should members of the Committee wish to view it.

The Chairman mentioned the issue of landscaping between the back of Mill Road and the new houses on Severalls Phase 1. He said the screening had not gone in and it might be that the residents would be responsible. He said Cllr Martin Goss was dealing with this.

The Chairman said complaints had been received from residents regarding dust and early working by developers along Axial Way. He said Cllr Goss was also looking at this issue.

Cllr Jay said she had met with the Assistant Head of Camulos Academy and discussed the issue of parking. She said the Assistant Head had asked who owned the land in front of the school facing on to Whitmore Drive.

The Chairman said CBC would be the first port of call for the school. He said he would be meeting with the Severalls consortium on the following day and would raise the issue.

045-17/18     Planning, Licensing & Highways Applications/Appeals – To make recommendations, including requests for Section 106 money where applicable, on applications received (Appendix 1)

171518 – Cambian Fairview, Boxted Road, Colchester CO4 5HF – Retention of existing maintenance compound – Comment

MCC note that two similar applications have already been submitted and then

withdrawn by the applicant. We would like to see this matter brought to a

conclusion, as the compound has now been in place for five years.

We note the applicant has a parking plan in place and we would wish to make sure

this goes ahead and is monitored to prove it is effective.

We note the concerns of residents living in the vicinity of the application

site.”
