Minutes of the Myland Community Council Planning & Highways Committee Meeting held on Wednesday 4th September 2019, 7.15 pm at Mile End Methodist Church Hall, Nayland Road, Colchester CO4 5ET

29-19/20      Apologies – to receive and accept

 

Apologies were received from Cllr Dickson (appointment), Cllr Hewitt (holiday) and Cllr Johnstone (holiday).

 

It was agreed to accept the apologies.

 

30-19/20      Declarations of Interest

 

                     Cllr Clouston declared a pecuniary interest in Item 35-19/20, application 192202, due to the application site being close to her residence.

33-19/20      To agree the minutes of the meeting held on Wednesday 7th August 2019 to be a true record for signature by the Chairman

 

                      The minutes of the meeting held on Wednesday 4th September 2019 were unanimously agreed as a true record and signed by the Chairman.

 

34-19/20      To agree a response to Colchester Borough Council’s consultation on the proposed Colchester Local List selection criteria

                      This Item was deferred.

 

35-18/19      Planning, Licensing & Highways Applications/Appeals – To make recommendations, including requests for Section 106 money where applicable, on applications received

 

192041 – 7 Gratian Close, Colchester   CO4 9EX – Proposed two storey rear extension – It was agreed to comment as follows:

MCC have no objection to this application, subject to the appropriate protection of the tree located at the end of the garden and its root space.

 

191953 – 23 Lilianna Road, Colchester   CO4 6DL – Proposed loft conversion with installation of front facing dormer and roof lights.

It was agreed that MCC had no objection to this application.

 

192058 – Colchester General Hospital, Turner Road, Colchester   CO4 5JL – Single storey registration centre together with associated external works and small landscaping.

It was agreed that MCC had no objection to this application.

 

191933 – North Colchester Urban Ext, Mile End Road, Colchester – Reserved Matters application relating to part of the neighbourhood centre pursuant to Outline Application 121272

It was agreed to support this application.

 

192202 – Chapmans Farm, Nayland Road, Colchester   CO4 5HA – Outline application for demolition of all existing buildings and construction of a maximum of 27 houses on the existing site currently owned by Cants of Colchester

 

Cllr Clouston had declared an interest in this application and would take no part in any discussion and a vote.

 

The Chairman said in view of this the meeting was not quorate and no decision on this application could be made. He asked the Clerk to request an extension for submission of comments from the case officer at Colchester Borough Council.

It was agreed to support this application.

191758 – 72 Bergholt Road, Colchester   CO4 5AE – Demolition of existing single storey extension housing a bathroom.  Construction of a new two storey rear extension in place of   original, along with new side infill extension. – Permission granted, 3 conditions, 27th August 2019
