163-16/17 Apologies – to receive and accept
There were no apologies to receive.
164-16/17 To consider and possibly resolve to co-opt Cllr Carolyne Hurst on to the Planning & Development Policy Committee
As Cllr Hurst had not attended the meeting, the motion was withdrawn.
165-16/17 Declarations of Interest – Councillors to declare individually any interests they may have in the items on the agenda. If a Councillor has a disclosable pecuniary interest in a matter being considered at a meeting, he/she must not participate in any discussion or vote on the matter at the meeting. The Councillor must withdraw from the room where the meeting is being held unless he/she has received a dispensation from the Clerk.
Cllr Dickson declared a non-pecuniary interest in planning application 163040 (8 Littlecotes, Colchester) as he lived close to the application site.

167-16/17 Chairman’s Announcements and Correspondence
The Chairman said MCC had received notification from ECC of the Essex County Council (Colchester Borough) (Permitted Parking and Special Parking Area) (Amendment No. 19) Order 201*, regarding parking restrictions on the new Severalls estate.
The Chairman mentioned planning application 170369, an application to vary condition 4 (Hours of use) and condition 6 (noise levels) of planning permission 131977 (resubmission of planning application 161506) at the Gilberd School, Brinkley Lane, Colchester CO4 9PU. He said although it was outside the parish it was on the periphery and would affect some residents.

169 -16/17 Update of progress of resolutions made at the last meeting
There were no updates.
Cllr Hewitt asked if he could mention the ongoing issue of flooding on Golden Dawn Way. He said he would be walking the watercourses with Mersea Homes and if the Chairman agreed he would use this agenda Item to update the Committee when he had further information.
The Chairman said he would agree with this course of action.
171-16/17 Planning matters for review
The Chairman referred back to the Essex County Council (Colchester Borough) (Permitted Parking and Special Parking Area) (Amendment No. 19) Order 201*. He said this was aimed at preventing commuter and football parking for the benefit of residents.
The Chairman said the application for 88 homes on Axial Way had been approved by CBC’s Planning Committee at their meeting on 16th February 2017. He said CBC had accepted an offer from the developers of a s106 Mitigation Fund to be available to Flakt Woods in the event of a noise complaint being lodged and upheld by Colchester Borough Council (within 10 years of the substantial completion of the development).
Committee members expressed their concerns about the way CBC had dealt with this application.
