Minutes of the Myland Community Council Planning & Development Policy Committee Meeting held on Wednesday 1st October 2014, 7.15 pm @ Myland Community Council Office, 101 Nayland Road, Colchester, CO4 5EN

Mrs White asked if Cllrs wear any ID when visiting residents about planning applications.  The Chair said other than having the papers and visit forms with them, no.  Mrs White said she thought it important that they did and she would be raising the issue at the next Council meeting.

Mrs White referred to monitoring.  She said the Chairman had said that he had visited Rosewood on various occasions and asked if he could provide any dates or reports of those visits.   The Chairman said all monitoring reports were included in P&DP minutes

Cllr Dickinson said that when problems had arisen at Rosewood most of the members of the P&DP Committee, the Ward Cllrs and CBC Planning Officers had visited the site.  She said she, personally had given Mrs White copies of her notes at the time.  She added that since then all the problems raised had been resolved.

Mrs White said she recalled the documents Cllr Dickinson had given her at the time of the planning application.  She said she had not been able to find any monitoring reports in the minutes despite going back four years.

Cllr Stewart said Mrs White had raised a valid point regarding Cllr ID’s.

083-14/15     Chairman’s Announcements and Correspondence

The Chairman said MCC had been copied into emails sent to CBC by residents in response to the Northern Gateway Consultation, specifically regarding the proposals to build on the Rugby Club land.  He said most cover reflected MCC objections:  loss of amenity; strain on infrastructure; loss of green space and lack of justification for proposals as CBC has already received considerable amounts of money from developments within the Parish.  Cllr Stewart said he had also received about forty emails via the web site regarding Village Green status for the Rugby Club land.

Cllr Dickinson said she had written an extensive response to the Northern Gateway Consultation following a meeting with Patrick O’Sullivan, CBC, when they tried to come to an agreement to suit all parties, but had little input from members of the P&DP Committee.  The Chairman said he had passed his comments to the Clerk and he was aware that Cllr Hewitt had responded.  Clerk to copy response to all members.

Cllr Dickson said he thought Village Green status should be pushed as much as possible.  Cllr Stewart said he had looked at the paperwork and felt it should be completed by a solicitor although he had initially been trying to get it done by negotiation.  Cllr Dickinson suggested he discuss it with Cllrs Beauchamp and Graham.

086-14/15     Monitoring

Cllr Dickinson said she had made enquiries regarding the wildlife tunnel under the NAR3 and Vincent Pearce, CBC, had said it was not included in the plans.  Cllr Dickinson said it had been discussed about 18 months ago and it had been on the plans for Severalls Phase 2 but had now been removed.  Cllr Dickinson said it made a nonsense of the CBC Green Infrastructure policy and she would be pursuing the issue.

087-14/15     Planning & Licensing Applications – To make recommendations, including requests for Section 106 money where applicable, on applications received

145709 – 158 Bergholt Road, Colchester, CO4 5AJ – Proposed extension and alterations (excluding the loft conversion which is subject of a Certificate of Lawful development). Comment – No objection although MCC does have misgivings regarding over-development.

145724 – 15 Sinclair Close, Colchester CO4 5WD – Extension to existing garage and extension to first floor – Object – The proximity and height of the proposed extension would have an overbearing impact to the neighbouring (No 13) property.

145770 – Volkswagen – Inchcape, Axial Way, Colchester, CO4 5XB – Building fascia signage, Pylon signs and site directional signage – Comment – Object to the large free-standing pylon signs (it is unclear from the plans provided how many and where they are to be sited).  CBC has stated it seeks to avoid unnecessary clutter and signage detrimental to the visual amenity of the area. The area within the vicinity of the application site has limited signage and the proposal due to the number of signs and their height are considered to be overly prominent within the street scene and constitute visual clutter, thereby being harmful to public visual amenity in this location and contrary to the NPPF, paragraph 67 and CBC Development Policy DP1.
