69-18/19 Apologies – to receive and accept

71-18/19 Have Your Say – Members of the public can comment on any item on the agenda

Emily Skinner introduced herself to the Chair. She explained that she and her family live at 188 Berghold Rd, Colchester and has an interest in, and objects to, agenda item 75-18/19 planning application 183028. She explained that there have been a number of planning applications for this site and while the current one is less intrusive, she is concerned about its impact on blocking out light from her house, privacy, proximity of any dwelling to the power station, increased danger at the Bergholt Road/Tuffnell Way junction and the effect on the trees, birds and bats.

Cllr Hewitt thanked Emily for her comments and confirmed that the Council supports the points she raised. He had not previously been aware of the bat population in that area and confirmed that his response to this application would include that information.

Cllr Dickson raised issues about Chesterwell Woods, on behalf of colleagues in the community. He reported that a number of trees had been cut down and some undergrowth and shrubbery removed. Cllr Hewitt replied that this was a managed project, to allow for a sustainable future for the Woods. Some clearance had taken place but there were plans to plant new greenery in accordance with an Ecological Survey, which he would copy to Cllr Dickson to share. This plan is in line with MCC’s own plan to ‘green up’ the parish.

72-18/19 Chairman’s Announcements and Correspondence

The Chairman thanked Mrs Stewart for stepping in and agreeing to minute the meeting in the absence of the Clerk.

The Chairman raised emails between Cllr Goss and Cllr Turrell regarding the traffic calming project in Mill Rd. The outcome is that there is no funding other than for Phase 2 of the project. It was agreed that this was a disappointing outcome.

74-18/19 To discuss the proposed consultation on reductions in Sunday and evening bus services including Route 2 and to agree the view of this Council and comment as appropriate

Cllr Hewitt raised the issue of the review and viability of bus route 2A which affects residents in Mile End through to Gt Horkesley. The proposal is to remove evening and Sunday services on a route where there is no alternate bus service available. Cllr Hewitt suggests that MCC strongly object to the reduction and instead request an improvement in the route 2A service.

The Chairman suggested liaison with Gt Horkesley Parish Council. It was resolved that Cllr Hewitt would, on behalf of MCC, object to the proposal in liaison with Gt Horkesley Parish Council.

The Chairman mentioned planning application 181180 which MCC had refused and which was now subject of appeal by the applicant
