88-20/21 To receive apologies for absence – to consider apologies for absence and confirm acceptance
There were no apologies to receive.

89-20/21 Declarations of Interest – Councillors to declare individually any interests they may have in the items on the agenda
Cllr Hewitt declared an non-pecuniary interest in Item 93-20/21, application 210332.

90-20/21 Have Your Say – Members of the public can comment on any item on the agenda
There were no comments.

91-20/21 Chairman’s Announcements and Correspondence
Cllr Johnstone said he had been contacted by Cllr de Smith regarding noise from the Oaks Hospital’s generator. He said he had visited the site twice and had heard noise on one of these occasions. He said he had found four planning applications for discharge of conditions and asked the Clerk if MCC had been notified of any of these. He said the Clerk had confirmed none of these applications had been notified to MCC, all had been approved, and he was concerned that MCC had not seen them.
It was agreed that the Clerk would write to CBC regarding the fact that MCC were aware of complaints from residents about the noise from the generators and asking if CBC had any comments. The Clerk said she would clarify whether MCC should have been consulted on the relevant applications.

93-20/21 Planning, Licensing & Highways Applications/Appeals

210252 – 4 Caracalla Way, Colchester CO4 9XZ – Domestic – Single Storey Side Extension

This application had already been approved by Colchester Borough Council.

202703 – 73 Bolsin Drive, Colchester CO4 5FD – Change of use of a piece of land in applicants ownership to domestic garden curtilage. Installation of fence.

It was agreed to support this application.

210139 – 1 Larch Way, Colchester CO4 6BH – Retrospective application for erection of wooden lean-to pergola at rear: external dimensions Height 245cm x Depth 166cm x Width 420cm; 60cm from boundary with adj property & 133cm from boundary of car park.

It was agreed to support this application.

210332 – North Colchester Urban Ext Parcel R12, Mile End Road, Colchester – Application for approval of reserved matters following outline approval. (121272)

It was agreed to support this application noting the comment submitted by the Essex Fire Service.

It was agreed to support this application.

210385 – 23 Bolsin Drive, Colchester CO4 5FD – Proposed Single Storey Rear Extension & Two Storey Rear Extension with Internal Alterations

It was agreed to support this application.

210401 – 36 Defoe Crescent, Colchester CO4 5LG – Proposed loft conversion including rear flat roof dormer and 2 Velux roof lights, single storey rear extension with glazed roof lantern, front porch and cladding to existing walls.
It was agreed to comment that while the Committee had no objection to this application in principle, there were no drawings of the proposed porch from which to make an informed decision.

191581 – Appeal Ref: APP/A1530/W/20/3249858 – North Colchester Urban Extension, Mile End Road, Colchester

It was agreed that the comments submitted for the original application would be re-submitted as the Council’s comments on the Appeal.

210482 – Myland Primary School, Mill Road, Colchester CO4 5LD – Proposed replacement windows and rooflights to existing School.

It was agreed to support this application.

202866 – 19 Fan Avenue, Colchester CO4 5ZX – Proposed conversion of existing integral garage to playroom – Permission granted, 7 conditions, 5th February 2021

202846 – 15 Honorius Drive, Colchester CO4 5GR – Replacing a Victorian style UPVC polycarbonate conservatory roof to a solid tiled Victorian roof onto existing windows and doors. Also a new opening is being formed in the side elevation for a replacement window. – Permission granted, 3 conditions, 5th February 2021
